Notice of Draft Alternative Urban Areawide Review (AUAR) Update for Highland Bridge

As the Responsible Governmental Unit, the City of Saint Paul has determined that an Alternative Urban Areawide Review (AUAR) Update is required for Highland Bridge (formally referred to as the Ford Site). The notice of document availability will be published in the EQB Monitor on May 16, 2023. 

The AUAR study area encompasses approximately 139 acres in Saint Paul, Minnesota. The University of Saint Thomas, in cooperation with Ryan Companies US, Inc., is proposing to develop a portion of the study area south of Montreal Avenue into new ballfield facilities. The City is updating the AUAR and Mitigation Plan adopted in 2019 per Minnesota Rules, part 4410.3610, subpart 7. 

Three development scenarios were evaluated in the Draft AUAR Update. Two of the three scenarios were previously evaluated in the 2019 AUAR. This AUAR Update contains a new scenario that incorporates the University of Saint Thomas’s proposal. 

This Draft AUAR Update is available for a comment period of 10 business days. Once the comment period is over, all comments will be noted and included in the record. If no objections are filed by state agencies or the Metropolitan Council, the City of Saint Paul will address agency comments and then adopt the AUAR Update.
