Two proclamations were presented at the Dec. 20 board meeting:

Carter has been Ramsey County Commissioner for District 4 since 2005. She was the first African American elected to a county board in Minnesota, as well as first African American to hold the role of Board Chair in Minnesota.

Carter has been a vocal advocate and champion for issues impacting residents of Ramsey County, Minnesota, and the United States, starting with a focus on families, youth, and well-being, justice and equitable service to all.

As a tireless servant leader in our community, she has led a distinguished career of public service with grace, dignity, faith and integrity.

McDonough was elected to the Ramsey County Board of Commissioners in 2000, and was reelected to five consecutive terms representing District 6. He served as Board Chair for a total of eight years.

McDonough has been recognized as a national leader in the areas of transit, housing and workforce development, advocating on a local, state, and national level for support for projects within Ramsey County and across the state and region.

He has been a brave and loud voice for survivors of sexual violence, and through his own example and advocacy has helped countless survivors find the peace and justice that they deserve.
