he Ramsey County Board of Commissioners recognized retiring Ramsey County Assessor Luis Rosario at the September 6 meeting.

Mr. Rosario began his career in Ramsey County in the Assessor’s department in 2005 as a Real Estate Appraiser 3 working his way up through the department to his appointment as Director of the County Assessor’s department and County Assessor in 2017.

During his tenure, Mr. Rosario and his team have made great strides to ensure accurate and equitable valuation to all real and taxable personal property located in Ramsey County; led the modernization of the County Assessor’s department taking advantage of new technologies, including field mobile devices and Interactive Street Level Photography, which has greatly improved the quality of property assessments and reliability of data; and worked closely with community to ensure broad knowledge of the impact of property ownership to acquiring generational wealth for all Ramsey County communities.

Implementing an internship program centered in diversifying the assessing profession, Mr. Rosario created numerous opportunities for people from diverse racial and ethnic communities and women in the profession. He is respected and known as a gracious, compassionate, people centered and transformational leader.
