Ramsey County opens third affordable housing solicitation today through October 31

Ramsey County today opened an Affordable Housing Development Readiness Solicitation, building off two previous solicitations, to increase and preserve the supply of deeply affordable housing options across the county.

Developers, city partners and other related organizations are encouraged to apply in order to help bring their project closer to completion, providing solutions for county residents who live in poverty or struggle to find stable housing. Staff from the Community & Economic Development department will host a virtual informational webinar on Wednesday, Oct. 5,10:30- 11:30 a.m. to provide in-depth details about funding availability and eligibility for development projects, instruction on how to apply and answer questions.

Preferred projects include those that offer at least 10% of all housing units at the deeply affordable level of 30% Area Median Income (AMI). Projects will also be evaluated based on alignment with the county’s strategic priorities and Economic Competitiveness & Inclusion Plan. 

Ramsey County previously committed $37 million in American Rescue Plan Act (ARPA) funding for affordable housing development– matched by the City of Saint Paul. More than half of the county’s portion has been invested into affordable housing projects in May 2022 and November 2021. This historic investment into deeply affordable housing will add nearly 250 rental units to the local housing market for residents making less than $24,000 annually.
