Ramsey County Manager Ryan O’Connor has proposed a 2023 supplemental budget of $785 million to the Board of Commissioners.
No change is proposed to the 4.54% property tax levy increase that commissioners approved in December 2021 as part of the 2022-23 biennial budget.
Key budget numbers
Overall, the proposed 2023 supplemental budget totals $785,423,271, an increase of about $2.3 million over the budget approved in December 2021. Funding for the increase will largely be covered by an increase in state and other revenues and will not utilize additional property taxes, while also ensuring smoother transitions and future sustainability as the American Recovery Plan Act funds recede.
In 2023, property tax revenue of $346,198,266 will fund about 44 percent of the budget. The other primary revenue sources are intergovernmental revenue at $216.9 million (about 28% of total revenue) and charges for services at $160.7 million (20% of total revenue). Performance measures and budget hearings
Ramsey County’s biennial budget approach – unique among Minnesota counties – uses supplemental budget years to focus on performance measures, which are quantifiable goals that support the county’s mission, vision and goals. Over the next several weeks, the Board of Commissioners will conduct budget hearings where each service team will present updates on their performance measures.

Measures at all levels align with Ramsey County’s strategic plan and serve as a bridge between budget cycles, providing opportunities to identify service improvements and resource allocations to prioritize in the county’s next biennial budget.
Public hearings and additional resources
Residents, businesses and other stakeholders are encouraged to provide feedback on the supplemental budget at two public hearings:
- Sept. 13 beginning at 5 p.m. at Saint Paul City Hall – Ramsey County Courthouse.
- Nov. 28 beginning at 6:30 p.m. Location details are still being finalized.

The county board is scheduled to vote on the supplemental budget on Dec. 13.
